Think "painting," and start with a crop for a more detailed look, and a flip for better lighting direction.
Add a negative layer, bringing emphasis onto light fluff.
Add a Lighten layer, 50%. Erase all but area under bloom, so detail shows.
Add vignette mask, Center out, Dark to Light.
Add Drop Shadow.
