Copied the picture into another layer, desaturated the bottom layer and erased all but the bubbles on the top layer. Used a little embossing, inner shadow, and brightness/contrast to make the bubbles pop. Used the "Photo to Drawing" technique found at
Photo to Drawing | Planet Photoshop. (Found in an old post by Riversider) Played around with blending and lightening the masked image until I had the effect I wanted.
