Here is my effort:
- Cropped and rotated the photo
- Did a curves adjustment using the Smartcurve filter for PSE
- Duplicate layer - Color Burn layer blend
- Duplicate layer - Gaussian blur then Overlay layer blend
- high pass sharpen at 100%
- +11 Hue/Saturation adjustment
