I would say yes. Here's how you can tell:
Ask yourself: what is the subject of this photo? To me, it looks like it's the old town (cool subject, btw). If that's the subject, then ask yourself what the other parts of the photo do with respect to this subject. So, what does all that open sky do? In my mind, it just pushes the buildings down towards the bottom of the photo, where they feel like they're trying to escape from the frame.
I think that you could us the sky to good effect here, to get a feeling of "big sky" or "vast open spaces" -- but to do so, you might (for example) try getting down lower, emphasize the buildings more, and let the sky show through behind and above them -- but just a little bit.
You've got a cool subject, you just need to recognize what that subject actually is.
