Well, I think they can not arrest me for taking pictures, but till I explain that to them, who knows what can happen...
Anyway, I had expirience with agressive police officers before (a couple of years ago I was suspicious becouse I was standing under the tree to get out of rain...in the middle of the town, in front of library...), and I used body language (this is good to know... three times evaded being mugged thanx to this) and soothing tone on them, while explaining who am I and what am I doing... when they realised I did not take a photo at all, they became polite and calmed down a little bit... And become really friendly when I said I will come by the station to find out someone designated to talk with civilians and explain to me what I can take pictures of... I think they even got scared of that a little bit that I really will do that
