Went a little overboard, but it was fun!
12 layers.
Levels, then duplicated layer and equalized it. Set opacity to 30% and blend mode to soft light.
Eye contrast with an adjustment layer.
Posterized a copeied layer for the green gradient in the background to split colors into solids.
White layer with low opacity, masked with splatter brushes around face. Also has a floral pattern brush stamped out on face.
Layer with the 3 stripes. Masked with splatter brushes. Created with pen tool, and bent with warp transform.
Layer with 2 stripes on right, also masked with splatter brushes. Created same as before.
3 text layers, with opacities lowered. A few different sizes, weights, and kerning.
Textured paper layer, lowered opacity, and masked with splatter brushes on face.
2 layers of fleur de lis patterns made from ornament text that I rasterized, set to overlay. Also masked with splatter brushes.
