First thing i always do is to duplicate the image. Sharpened it to about 300% and then changed the blend mode to overlay. That looked ok but not enough so duplicated it again and changed the blend mode to overlay. This was a bit too much so lowered the opacity to about 75%. Next I converted to greyscale and then used levels to change the dark/light areas to what I wanted. Merged all layers and duplicated them again. Filled the 2nd layer with black. erased around the face and areas I wanted to show. Mostly used a 0% hardness except for the areas that needed to be sharp. I used the pick took and picked out a color on her face and set my paint brush to 10% opacity and painted over the area that was shiny. Applied a vignette and merged all layers.
