When your photos are on flickr you can press the "more properties" located on the right, under the make of your camera. That will show you all the exif data. If the picture is on your computer's hard drive you can right mouse click the photo, go to properties and go to the summary tab and then the advanced button to see your exif for that photo.
Usually the photos on flickr have the exif viewable unless the owner has made it private but most people don't seem to.
