The horizon thing isn't really a rule as in "the rule of thirds". Its just somehting that is the case. Look out of the window and you will see straight horizons. An image with a slanted horizon is very awkward to look at and therefore should be corrected in a landscape shot like this.

Toltecuk mentioned that maybe the land is slanted but unfortuantely that can't be true when you have water in your shot. Water on a hill would flow down it!!!
