My favorite "Freeware" has got to be "GIMP". Available here:

It's almost as powerful as Photoshop. It's a great way to learn about layers and masking. It has a huge list of available tutorials (online), and you can even create your own "Actions". (Actions are processes that involve more than 1 step. Once created, you only have to click once to get all steps done.) I highly reccomend this program.
