You see how the background has gone black? I don't think you've benefited from the ISO 400 or using a longer shutter speed than max sync speed. You'd have got a black background either way.....I'd take the black background in a lower ISO shot for low noise and the higher shutter speed for the best chance of a properly sharp shot.

Try it....the flash will sort out the exposure for the foreground
