Not to disrespect you, but to respect your illiteracy:
1. Open you photo in Photoshop.
2. Use the Type tool (which has a "T" icon and you can activate by pressing the letter "T" on your keyboard)
3. Type your text, select color and other appearance factors.
4. In the layers palette, change the opacity value to your liking.
Save the file as JPEG(*)
(*) you can accomplish that by flattening the image (in the layer palette menu) and then hitting Command+S on the Mac or Control+S on the PC.
