i "cheated" and used the "stamp tool"
all you have to do is rotate it to the right angle again after the stamp has been made.. Then use the magic wand to delete the white bits.. (experiment using contiguous on/ or off) then use paint bucket to paint your stamp black.
i had to do it this way.. as far as i've found elements does not have a "select highlights" function.
