First thing I thought of was electric hair so I applied fractalious filter to makes his hair look electric on a duplicate layer and then erased everyting around his face.Sharpened. I then followed this tutorial for the orb
http://www.nansons-place.com/nontut/glassorbs.htm and used a mask to paint off the parts I didnt want to show. added the black design and duplicated it 4 times as a new layer and then moved to areas I wanted. lowered opacity and erased a few lines. merged
