You've found the weak spot of the lesser models of Fuji: I have the S3100 and the same issue. When you shop for your next camera (and I'll bet you will in a few months), looking for the listed shutter lag time, and flash recycle time, will give you a better understanding of what one-year-olds require.

If you haven't tried sports mode yet, that can help reduce motion blur, but getting "the pose" will be a matter of practice, anticipating what the twins are likely to do, and luck.

I love the results I get with stationary well-lit natural subjects, but motion and darkness are a real challenge. Maybe wait until just after the twins dine, then set up outdoors?
