What he meant is if you select the center auto-focus point for example, you can press the shutter halfway with this point on the area you want the camera to focus (for example the eye). Once you lock focus, while keeping the shutter button pressed halfway you can move the camera to place the eyes where ever in the frame you need them to be for the final picture (this is called recomposing the image).
