Hmm. I think the problem is that the buildings just appear to be milling about at random before they go off to do something.
Seriously, the image is so chaotic, as there are no clearly defined streets/lines to draw the eye. I don't have any idea how to address that, as I'm sure the actual view was breathtaking. The jumble of the city tends to overwhelm my eye until I reach the horizon (which is a great horizon btw--fantastic color in the mountains and sky).
Sorry I can't offer any useful suggestions.
