Yes, it means it's not on Flickr. You can check to see if your exif is visible in your account preferences on Flickr. But it may also mean that you're getting rid of the exif somewhere in the editing process. If you're using photoshop, don't use "Save for Web" use "Save As" and if you're using Lightroom make sure that the box about preserving metadata is checked. And if you're using Picasa and Flickr, there is apparently a bug that can lose the exif info.
